Council Meeting Highlights for July 8, 2025

6.1 Emergency Management Bylaw
Council approved third reading of the Emergency Management Bylaw 09-2025.
The Emergency Management Act and the associated Local Authority Emergency Management Regulation require municipalities in Alberta to enact bylaws that address certain requirements regarding emergency management. In general, a municipality’s Emergency Management Bylaw must:
- Establish an Emergency Advisory Committee (EAC);
- Establish an Emergency Management Agency (EMA);
- Prescribe procedures for declaring a state of local emergency; and
- Appoint a Director of Emergency Management.
Emergency Management Bylaw 09-2025 implements updates to the Town’s Emergency Management Bylaw, including:
- Changing the wording ‘Town Manager’ to ‘Chief Administrative Officer’;
- Removing the reference to AHS and replacing it with ‘relevant local health agency’; and
- Adding references to relevant legislation.
7.1 Notice of Motion – Turning Light Request
Council directed Administration to contact Alberta Transportation to organize and arrange turning lights at the intersection of Highway 2A and 53 for vehicles turning north, south, west and east.
7.2 Land Management Policy
Council approved the CP-22 Land Management Policy. The Land Management Policy provides a modern, comprehensive and flexible framework for the governance of Town-owned lands. It replaces two outdated policies (the Land Disposition Policy and Town Agricultural Land Policy) with a single, principle-based document that aligns with current administrative practices, supports community benefit and ensures legal compliance.
7.4 Travel and Subsistence Reimbursement
Council approved the CP-21 Travel and Subsistence Reimbursement Policy. The purpose of this policy is to provide a framework for the fair and equitable reimbursement of travel, meals and travel-related expenses. The policy has been updated with the following key changes:
- Policy structure changed to new format.
- Purpose and definitions added.
- New section for Policy Guidelines included to add clarity.
- Expense section has been categorized to clearly outline Eligible and Excluded expenses.
- A new Hospitality section has been added to outline conditions under which hospitality expenses may be reimbursed.
- Responsibilities, Compliance, and Related Policies section have been added.
7.5 Community Peace Officer Program – June 2025 Report
Council accepted the June 2025 Report for the Community Peace Officer Program as information. The Report provides an overview of bylaw enforcement activities conducted overt the past month, including statistics on compliance, violations and enforcement actions.
The Manager of Protective Services also introduced the Town of Ponoka’s new Community Peace Officer (CPO). With two CPOs now in place, the Town’s CPO program continues its focus on crime reduction, crime prevention and community safety. 10.1 Letter from the Minister of Mental Health and Addiction
The Town of Ponoka received a letter from Alberta’s Minister of Mental Health and Addiction responding to Mayor Kevin Ferguson’s congratulatory letter on Minister Rick Wilson’s new cabinet position.
13.1 Letter to Alberta Transportation and Economic Corridors
Council directed Administration to write a letter to Alberta Transportation and Economic Corridors thanking them for their partnership on the Highway 53 Corridor Improvement project, and reaffirming Council’s support of the project design and purpose.
